Milhaven presents something to the Restless Dead that they are really missing these days: a sense of stability. The Underworld is a mess as the Sixth Great Maelstrom rips through the Tempest. The Shadowlands offer only slightly more protection. These are trying times for most wraiths.

However the Dead of Milhaven are fortunate. A Ferryman named Cassandra Locke sacrificed herself using a powerful unknown ritual to bind herself into a statue of Jacob Haven in the center of the city hall. The ritual was believed to utilize the arts of Lifeweb, Argos, Inhabit, Fatalism, and Usury. The effect was that the majority of the city was totally shielded from the effects of the Maelstrom. It is unknown if the ritual affected Cassandra's Pasiphae, though it is widely believed that it was most likely bound into some artifact that if found, could create an evil effect at least as powerful as the shield. However the only ones who understand why the city is protected are the Ferrymen, and their already cool disposition seemd to become icy when they are asked about it. Most wraiths only know the city is for some reason unaffected by the storm.

Milhaven, like many modern Necropoli of late, has declared it's independance from Stygia. As a result, several existing factions as well as a number of new ones are now vying for control.
